General Information

The FSJ invites submissions in all areas of spoken language processing, including: feature extraction (front ends), (statistical) pattern recognition, language modeling (typically for automatic speech recognition), language understanding, dialog modeling, response generation, phonetic and phonological modeling, prosody, language identification, human language resources (e.g., tools, corpora), human speech production, human speech perception, speech synthesis, speech coding, speech enhancement, speaker recognition, systems issues (hardware, software), and evaluation. Short papers as well as more lengthy articles will be considered, as long as they contribute an analysis or perspective that advances our understanding of the subject matter.

The FSJ will only publish original articles of the highest quality. The work cannot have previously been published in another journal, and submissions cannot be under review, or pending publication, by another journal. We will, however, publish work that has previously been reported in conferences or workshops. Submissions will be evaluated in their originality and significance.

How the Review Process Works

All business of the FSJ is conducted electronically. To produce the highest quality peer review journal with the shortest publication lag, the editors and reviewers of the FSJ have pledged to adhere to strict timelines for each manuscript they agree to review. The FSJ will attempt to make it possible for authors to publish manuscripts within three months of their receipt.

After reviewing manuscripts on the basis of their originality and significance, accepted papers will be published on the FSJ Web homepage (through the OGI Web site) available free of charge over the Internet. Each year, the most recent volume of the journal will be printed as a book by a publisher (to be determined), for libraries and individuals who desire bound copies, and to provide the text of the FSJ to those who cannot access the Web.

Upon receiving manuscripts submitted for publication, the Editor-in-Chief sends the title and abstract to five reviewers. Reviewers have agreed to respond within 72 hours as to whether they can review the manuscript within 3 weeks. If three reviewers cannot be found on the first request, additional invitations are sent until the minimum is achieved.

Within 6 weeks from the submission date, the Editor-in-Chief informs the senior author of the decision, and asks for revisions if needed. Upon receiving the revised paper, the editor may ask the reviewers to re-review the revised paper (within 2 weeks). The paper is then accepted or rejected.

If a paper requires substantial revisions, the editor may recommend that the authors submit a revised version, but there is no guarantee it will be published. A paper may be revised and resubmitted at most once.

Editors and Reviewers

The editorial board is comprised of scientists with recognized expertise in the subject areas listed above. Each year the Editorial Board will choose an Editor-in-Chief, who is responsible for supervising the whole reviewing and publication process. Ron Cole has agreed to serve as Editor-in-Chief for the first year of the journal.

Reviewers are recruited by members of the editorial board; each member of the board is asked to recruit reviewers in their area(s) of expertise. Reviewers agree to review at least one manuscript per year within three weeks of receiving it. (If you would like to join the reviewer's pool, please contact the editor in chief).

Formatting Guidelines

Submissions will be accepted in HTML or Postscript. If you choose Postscript please include a text file (LaTex source is fine) of your paper also. (This will allow others do text searches on your manuscript.)

Postscript guidelines The primary responsibility of formatting is with the author, but if you have any doubts or questions, FEEL FREE to send email to fsj_questions@cse.ogi.edu for assistance. When submitting your paper for the first time, don't worry much about formatting. If the manuscript is selected for publication, final preparation of the document will be made with the assistance of the FSJ staff. If you have a Postscript document and would like to transform it into a hypertext (HTML) document with demos, sounds, and links, don't worry, we will help you. Give a stab at it on your own by referencing our Toolkit area. If you have trouble, talk to us. This is a groundbreaking experiment and we want to make it as successful as possible, together!

How to Submit Manuscripts

A semi-automated procedure has been set up on the FSJ Web site to facilitate processing of manuscripts. When you are ready to submit a paper, go to Submit A Paper and your will be stepped through the process.

If you are submitting a set of HTML pages, images, sounds, or MPEG movies, please archive them into ONE file using the UNIX utilities tar or shar. Also compress your files (Postscript or HTML) using gzip or compress.

By following the instructions, the manuscript will be submitted in the proper format, including an abstract and keywords for automatic selection and solicitation of reviewers.
